Photo : \u00a9 2S Studio.<\/p><\/div>\n<p>&nbsp;<\/p>\n<p><strong>Les caract\u00e9ristiques uniques du lac d&rsquo;Ohrid <\/strong><\/p>\n<p>Le lac d&rsquo;Ohrid est l&rsquo;un des plus anciens et profonds d&rsquo;Europe avec une profondeur maximale de 290 m\u00e8tres. Situ\u00e9 dans une r\u00e9gion montagneuse, il est \u00e0 cheval sur la partie sud-ouest de la Mac\u00e9doine du Nord et la partie orientale de l&rsquo;Albanie. Il se situe \u00e0 693 m\u00e8tres au-dessus du niveau de la mer et couvre une superficie de 358 km2. Photo \u00a9 2S Studio<\/p><\/div>\n<p>&nbsp;<\/p>\n<p><strong>Un \u00e9cosyst\u00e8me aquatique unique, source de vie et d&rsquo;\u00e9conomie<\/strong><\/p>\n<p>Avec un \u00e2ge estim\u00e9 entre 2 et 5 millions d&rsquo;ann\u00e9es, le lac d\u2019Ohrid est un lac oligotrophe profond, domin\u00e9 par le bicarbonate de calcium, repr\u00e9sentant un \u00e9cosyst\u00e8me aquatique unique. Sur les 1 200 esp\u00e8ces animales recens\u00e9es, 212 y sont consid\u00e9r\u00e9es comme end\u00e9miques. Photo : \u00a9 2S Studio<\/p><\/div>\n<p>&nbsp;<\/p>\n<p>Pr\u00e8s de 131 000 personnes vivent sur les rives du lac qui, avec toutes ses commodit\u00e9s et ses atouts, soutient des activit\u00e9s \u00e9conomiques telles que la p\u00eache, l&rsquo;agriculture, l\u2019\u00e9nergie hydro\u00e9lectrique et le tourisme. Le 17 juillet 2004, les deux pays partageant le bassin versant du lac d\u2019Ohrid ont sign\u00e9 un \u00ab\u00a0Accord entre le Conseil des ministres de la R\u00e9publique d&rsquo;Albanie et le gouvernement de la R\u00e9publique de Mac\u00e9doine du Nord pour le d\u00e9veloppement durable du lac Ohrid et de son bassin versant\u00a0\u00bb, qui a \u00e9t\u00e9 ratifi\u00e9 par les parlements respectifs en 2005. L&rsquo;accord stipule que les deux parties sont conscientes de la n\u00e9cessit\u00e9 d&rsquo;une approche holistique de la protection de la qualit\u00e9 de l&rsquo;eau et de la conservation de l&rsquo;int\u00e9grit\u00e9 des \u00e9cosyst\u00e8mes terrestres et aquatiques du bassin versant du lac d\u2019Ohrid.<\/p>\n<p>Conform\u00e9ment \u00e0 l&rsquo;article 7 de l\u2019accord, un comit\u00e9 bilat\u00e9ral conjoint du lac d&rsquo;Ohrid a \u00e9t\u00e9 cr\u00e9\u00e9, premier organe conjoint transfrontalier de ce type dans les Balkans occidentaux. Il a fonctionn\u00e9 sans heurts pendant plusieurs ann\u00e9es avant de devenir inactif, puis est redevenu op\u00e9rationnel en janvier 2020, principalement gr\u00e2ce au projet GEF Drin.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Un plan de gestion int\u00e9gr\u00e9e : le cha\u00eenon manquant<\/strong><\/p>\n<p>La flore et la faune uniques, les habitats et les \u00e9cosyst\u00e8mes fragiles du lac d\u2019Ohrid, ainsi que les services \u00e9cosyst\u00e9miques qu&rsquo;ils fournissent \u00e0 la soci\u00e9t\u00e9 et \u00e0 l&rsquo;\u00e9conomie, sont confront\u00e9s \u00e0 certaines menaces. Des pressions telles que le d\u00e9veloppement urbain, l&rsquo;agriculture intensive, la d\u00e9forestation, le d\u00e9versement ill\u00e9gal de d\u00e9chets, la surp\u00eache et la pollution ont entra\u00een\u00e9 un mauvais \u00e9tat des eaux, l&rsquo;eutrophisation, la diminution des stocks de poissons et la destruction des habitats. Photo: \u00a9 2S Studio<\/p><\/div>\n<p>&nbsp;<\/p>\n<p>Le projet GEF Drin \u00ab\u00a0Activation de la Coop\u00e9ration transfrontali\u00e8re et Gestion Int\u00e9gr\u00e9e des Ressources en Eau dans le bassin du fleuve Drin\u00a0\u00bb, mis en \u0153uvre par le PNUD et ex\u00e9cut\u00e9 par GWP-Med, s&rsquo;est fix\u00e9 d\u00e8s sa mise en \u0153uvre en 2016 de d\u00e9velopper un plan de gestion du bassin versant transfrontalier pour le lac d\u2019Ohrid, l&rsquo;une des interventions pilotes du projet.<\/p>\n<p>En 2018, un processus de consultation a d\u00e9but\u00e9 avec l&rsquo;engagement de toutes les parties prenantes et institutions concern\u00e9es d&rsquo;Albanie et de Mac\u00e9doine du Nord, impliquant des r\u00e9unions avec des responsables gouvernementaux et des entreprises locales, des r\u00e9unions de groupes t\u00e9moins et de groupes d&rsquo;experts, ainsi que de consultations nationales dans les deux pays. Panovski<\/p><\/div>\n<p>&nbsp;<\/p>\n<p>En novembre 2020, le plan de gestion du bassin versant du lac d\u2019Ohrid (LOWMP) a \u00e9t\u00e9 approuv\u00e9 par les autorit\u00e9s de Mac\u00e9doine du Nord et d\u2019Albanie. Le LOWMP vise \u00e0 permettre la gestion durable des ressources naturelles du lac d\u2019Ohrid. Son programme comprend plus de 100 mesures destin\u00e9es \u00e0 pr\u00e9venir toute nouvelle d\u00e9t\u00e9rioration des ressources en eau et des \u00e9cosyst\u00e8mes, \u00e0 promouvoir une utilisation durable de l&rsquo;eau, \u00e0 am\u00e9liorer la qualit\u00e9 des ressources en eau et des \u00e9cosyst\u00e8mes et \u00e0 contribuer \u00e0 l&rsquo;att\u00e9nuation des inondations et des s\u00e9cheresses dans la r\u00e9gion. Il s&rsquo;agit seulement du deuxi\u00e8me plan en Europe du Sud-Est \u00e9labor\u00e9 conform\u00e9ment \u00e0 la directive-cadre sur l&rsquo;eau de l&rsquo;UE. Il est conforme \u00e0 la l\u00e9gislation nationale et a \u00e9t\u00e9 d\u00e9lib\u00e9r\u00e9 par le comit\u00e9 bilat\u00e9ral du bassin versant du lac Ohrid, compos\u00e9 de repr\u00e9sentants politiques des deux pays.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Le chemin de la protection se poursuivra<\/strong><\/p>\n<p>La mise en \u0153uvre du programme de mesures d\u00e9fini par le LOWMP commencera progressivement avec le soutien des parties prenantes et des autorit\u00e9s locales, ainsi que des minist\u00e8res concern\u00e9s de la Mac\u00e9doine du Nord et de l&rsquo;Albanie.
